  1. Source. Sheet S-100 is the Chamber's own account (JotForm intake, June 2026) and the director's words.
  2. Dues. Dues per the published schedule, tollandcountychamber.org, checked July 23, 2026.
  3. Hours. Hours saved not quantified. No measurement exists. No figure is claimed.
  4. Data. All Chamber and member data stays in the Chamber's accounts. Nothing moved out, sold, or shared.
  5. Drafting. This set was assembled, checked and priced by the same class of system S-200 proposes.
  6. Status. Prepared at no cost. What is asked in return, and what is not, is set out on Sheet S-500.

S-001Summary
Cost to the Chamber, at any stage
$0
Against $9,999 of work at the firm's floor rates

The whole set on one sheet. Everything below is drawn out in full on the sheets named at the end of each line.

01The Chamber today. One person, about fifty hours a week, every question answered from memory because no shared record exists. Three time sinks named in her own intake: the newsletter, answering all email and phone, and chasing unpaid dues. Sheet S-100.
02The position. Year ending September 2024 closed $8,035 short, and reserves have fallen $92,476 since 2021. The Chamber already earns beyond dues, about a fifth of the year, so the work is growing what runs rather than starting from nothing. Sheet S-600.
03What is proposed. Seven components on one shared record, so answers come from the system instead of from one person's memory, and the sequences run whether or not there are hours that week. Sheet S-200.
04What it costs the Chamber. Nothing, at any stage. No fee, no monthly charge. The work is priced on Sheets S-300 and S-500 only so both sides can see the size of what is being exchanged.
05What is asked instead. Chamber membership with dues waived, a written account of the work once Stage One is running, a monthly room for a member workshop, introductions to members who need this kind of help, and care of the website once it is built. Sheet S-500.
06Why. The firm is new and has no client it can name. It would rather earn one properly here than discount its way to one elsewhere.

Existing-Conditions Notes

  1. Scope. The operation functions. This is not a defect report; it is a record of where one person's week goes.
  2. Record. The tools above hold no shared record. Every question is answered from memory or looked up by hand.
  3. Volume. Inbound volume is structural: members who skip email and Facebook call instead. The phone is the fallback for every channel.
  4. AI in use. ChatGPT is already here, used by hand for one flyer at a time. Sheet S-200 proposes no new kind of tool, only the same help connected to the Chamber's records and running unasked.
  5. Verify. Dashed items are marked for verification, not assumed. Corrections are welcome; the sheet is revised, not defended.

System Schematic, Proposed

Seven components on one foundation. A fact corrected once is corrected everywhere.

B-02
AI Receptionist
Answers around the clock, reading the membership platform and calendar live. Judgment calls reach the director the same day.
B-03
Sales & Invoice Follow-up
Her exact sequences, run on their own: outreach email, call list, mailed card, 30-day notice.
B-04
Content Engine
Enter an event once; it posts to all four channels. Post-event surveys go out on their own, which she has asked for.
B-05
Self-Building Reports
Assembled from live records, not from a night of copying numbers by hand.
B-06
Monthly Filings Re-pull
The filings pull repeated monthly, feeding each new registration into B-03.
B-07
Sponsor Exposure
Sponsor placements priced on real, recorded reach.
B-08
Rebuilt Website
Site, Google presence, reviews, booking, brand. Members join and pay dues online. Directory ranked on real signals.

Receives escalations and reports. Otherwise out of the loop by design; see note DI-1.
B-01 · Foundation
Shared Knowledge Base (Skill-File)
Every answer the system gives, by phone, email, or web, comes from here. It is the shared record Sheet S-100 does not have.

Comparison · Load L-2, the Inbound Question

The same event, twice. L-2 was named in June, raised again in July.

As foundToday, per Sheet S-100
1A member has a question.
2They check whichever channel they use. It is not there.
3They call or email the director.
4She answers from memory, in the middle of something else.
5No record is left behind.
The next person who asks costs the same again.
As proposedBuilds B-01 and B-02
1A member has a question.
2They call, email, or use the site, at any hour.
3The answer comes from the shared base, at once.
4Anything needing judgment reaches the director the same day.
5The answer is on file.
The next person who asks costs nothing.

Design Intent

DI-1 · Where the freed time goes · her words

The newsletter, the events, and getting out on the road.

  1. Order. The foundation is built first. Every later component is cheaper because it exists.
  2. Commitment. Components install one at a time, each scoped in writing. No obligation to any of them, or to any order beyond B-01 first.
  3. Control. The director keeps every decision. Judgment calls route to her; routine answers stop reaching her.

The Complete Build

B-01 through B-08, priced together and built in four stages. Nothing is charged at any stage, and nothing is owed for a stage not yet started.

StageComponentsWhat it doesPrice
OneB-01, B-02The shared base, and the phone and email answered from it$3,000
TwoB-03, B-06The outreach and dues sequences running unattended, fed monthly$1,500
ThreeB-04, B-05, B-07Events posted everywhere, reports built from live records, sponsorship priced on real reach$2,000
FourB-08The rebuilt site: joining, paying, and the directory$2,500
AllB-01 to B-08The whole system on Sheet S-200$9,000
QuotedTo this ChamberUnder the terms on Sheet S-500$0

Each figure is the firm's floor for that component, not a list price: the shared base at $1,500 and the site at $2,500 are the lowest rates the firm quotes anywhere. They are shown so both sides know the size of what is being exchanged. Under Sheet S-500 the Chamber is charged none of it, at any stage.

Schedule Notes

  1. Pricing. For an organization this size the firm's components run $500 to $2,500 each. To this Chamber, under Sheet S-500, every one is issued at no charge. A first build takes days to weeks.
  2. Menu. What the firm charges elsewhere: a free 15-minute audit; a $999 written assessment; builds as above; ongoing care from $297 a month. Listed so the Chamber can see the size of the waiver, not as an offer to it.
  3. Dependency. Nothing on Schedule B requires anything else, except that B-01 comes first.
  4. Earning. Sheet S-600 sets out how the Chamber earns. Nothing on this sheet depends on it.

Load Calculation · Given Values

G-1Where new members come from. None of it capped.
  • The business-filings pull, monthly (B-06). First batch delivered, the Chamber's to keep.
  • The rebuilt site's join-and-pay flow (B-08).
  • Inquiries the receptionist answers instead of dropping (B-02).
  • Referrals and renewals, as today.
G-2Dues at the anchor tier: $375 per year (Pine, 0 to 5 employees), where new registrations land. Published schedule, checked July 23, 2026.
G-3New members per year: unknown, and not estimated here. The variable below, at a low default. A member joins only if outreach reaches them, and today that runs on one person's hours.

Drawn to one scale. The floor case does not close the gap on its own; the basis case clears it with $1,715 to spare. Shown that way because the weakest case is the one worth seeing.

Cost of delay

The list ages from delivery. Without B-06 it stays a snapshot, not a feed. Every month without the sequences is a month of registrations no one worked.

The number that closes the gap

The year ending September 2024 ran $8,035 short. At the $375 anchor tier that is twenty-two new members. The basis case below, one every two weeks, clears it with $1,715 to spare. Two filed figures and one published rate, divided.

Live Worksheet · What One Build Returns

Calculation Notes

  1. Inputs. Arithmetic on two values: new members and dues. Nothing else enters it. Nothing caps it.
  2. Scope. This sheet prices the system, not any list. A list earns nothing sitting still, and every sequence today competes with L-1 to L-3 for the same hours. B-03 runs them unattended, B-06 refreshes registrations monthly, B-08 takes joins and payments.
  3. Hours. Hours saved not quantified. No measurement exists. No figure is claimed. The dollars above are dues revenue only.
  4. Members lost. These are new members, not net members. Nothing here subtracts the members who lapse each year, because that rate has never been measured. The Chamber's filed revenue has been flat across five years, which suggests joins and lapses are close to even today. Read every figure above as gross.
  5. Cost to the Chamber. Under Sheet S-500 the build carries no charge and no monthly fee, so nothing is subtracted from these figures. What the Chamber spends is time: access, answers, and a review at each stage.

Every figure here is the firm's lowest published rate for that work, not an estimate of worth to the Chamber. Nothing on this sheet is billed at any stage, and nothing becomes billable later. The workshop carries no rate because the firm has not sold one; it is counted at nothing rather than at a number no one has paid.

Asked in Return

T-1Membership at the Pine tier, dues waived for the term. The firm is then a member working for its own chamber, not an outside vendor handed a room.
T-2A record of the work: permission to write the engagement up by name, and a written account from the director, given once Stage One is running and not before.
T-3The room: venue, a calendar slot and a newsletter mention, once a month, for a workshop the firm plans and presents. The Chamber gets programming; the firm gets the room.
T-4Introductions when a member needs a website or the help drawn on S-200. Working goal: twenty in year one, counted where both sides can see it.
T-5Care of the rebuilt site sits with the firm that built it, at no charge for the term. The Chamber sets the timing of any change to its present arrangement.

Terms Notes

  1. Why free. The firm is new and has no client it can name. It would rather earn one here than discount its way to one elsewhere. The Chamber gets the system; the firm gets a record it can show.
  2. Staged both ways. Each stage begins when the last one is running and its return has been given. Neither side is committed past the stage in hand.
  3. The Chamber's part. Access, answers, and time to review each stage. No money, ever, on any line of Schedule B.
  4. If it stops. The Chamber may end this at any stage and keeps everything built, with its records and accounts. Nothing held back, nothing owed.
  5. Board. Waived dues and a standing programming slot are board matters, not staff ones. This sheet is written to be handed over, not agreed at a table.
To start Stage One. No charge, and no charge at any stage. Twenty minutes to confirm scope, then the first build begins. Pick a time (860) 803-2795 ryan@blackrainautomations.com

Position, As Filed

P-1Year ending September 2024: revenue $124,607, expenses $132,642. Short by $8,035.
P-2The pattern matters more than the year. Net assets fell from $247,602 in 2021 to $155,126 in 2024, a loss of $92,476, with most years on file closing short. Reserves are absorbing the gap.
P-3The Chamber already earns beyond dues. In the same filing, program services and fundraising together carried $26,336, about a fifth of the year, and fundraising has posted in every year on file. Nothing below is a new category. Most of it is a larger version of something already running.

Figures per IRS Form 990, year ending September 2024, EIN 06-0719601, via ProPublica. Filings lag by up to two years and the Chamber holds better numbers than this set. Nothing here is a judgment on how it has been run.

Schedule D · Revenue Engines

What runs today, what does not, and what each could carry at this Chamber's size over about five years.

On the million

A million is not inside that range. It would take a step change: a large economic development contract, a merger, or a membership several times the current base. On the worksheet it is a reference line, not a number the Chamber is told to expect.

Ranges are the drafter's judgment, from what organizations this size carry. Not from the Chamber's books, not a forecast, and worth arguing with.

Growth Worksheet · What the Chamber Could Earn

Two engines start where the filing puts them. The rest are the Chamber's to set. Investment income of $5,861 completes the filed total and is not an engine.

Total revenue$118,746

To one million$881,254
Against $1,000,00011.9%

Build Notes

  1. Not a forecast. No figure on this sheet is a forecast, a projection, or a promise. Every input is set by the Chamber; the sheet only adds them up.
  2. Order. Nothing on Schedule D gets built by someone already answering every call. Capacity first, engines second.
  3. Sequence. D-2 is normally built first: no new product, only the time to sell and service it. D-7 comes last, and needs a 501(c)(3) alongside the entity, which is a board decision rather than a build.
  4. Nearest goal. Not a million. Closing the gap in P-1.
  5. Verify. The member count is unconfirmed and the filing does not separate dues from other contributions. Two questions to the Chamber, both worth answering before anyone plans against these numbers.
